Bills, airtime and vouchers

Fulfilment that is confirmed by evidence from the biller or the operator before it is called done, with the money returned automatically when the confirmation never comes.

Anyone paying a utility, buying airtime or data, or topping up somebody else’s phone.

Available on authorisation

Built, tested and switched off. It is a function of an issuer or an acquirer, so it stays off until the corresponding authorisation is recorded, or until an authorised institution operates it on the platform. Nothing here is offered to a customer meanwhile. This service will be available after the authorisation of the Banque Centrale du Congo; it is switched off by the administrator

The problem

The money leaves, the airtime does not arrive, and the customer is told to wait and then to contact the operator. The transaction sits in limbo because nothing in the system decides what to do about it.

How it works

  1. Choose the biller or operator, the account or number and the amount.
  2. The screen shows the total including any charge, before you confirm.
  3. The payment completes when the biller or operator confirms fulfilment.
  4. If confirmation does not arrive within the window, the money is returned rather than left pending.

What you can check

Facts about the running platform rather than adjectives. Each one is visible in the product, the API reference or the ledger.

  • Fulfilment is confirmed against evidence from the biller or the operator, not assumed from a successful request.
  • A transaction without confirmation is reversed by an opposing posting rather than left pending indefinitely.
  • The charge is shown before confirmation, so the total is known before the money moves.
  • The reference appears on the statement and on the fulfilment record, so a disputed top-up can be traced rather than argued about.

What it costs

The amount plus any charge, both shown before you confirm. Where a biller sets its own fee, it is shown as its own line.

Questions

I paid and the airtime never arrived.

If fulfilment was not confirmed within the window, the money is returned to your balance automatically and both the attempt and the return appear on your statement. If it shows as confirmed and the airtime is genuinely missing, the reference on the statement is what the operator needs to trace it.

Can I top up somebody else’s number?

Yes. Enter their number instead of yours. The reference on your statement records which number was topped up, which settles most arguments about whether it was sent.

Why is there sometimes a delay?

Because the payment waits for the biller or operator to confirm, rather than being marked done on a hopeful request. The wait is the reason the money is not lost when something goes wrong.

Wallets and transfers

A transfer between two accounts is one balanced posting on a double-entry ledger, not a message between two systems that might later disagree.

Adding money

Funding that is confirmed by evidence from the operator or the bank, not by the customer saying they paid — so a balance never appears that no money backs.
